How can I prevent a CSS layout from distorting when zooming in and out?

I’ve created a simple site with a #body div that contains the #navbar and #content. However, when I zoom in or out, the #navbar distorts; for example, when I zoom in, the links are pushed down below each other rather than being inline. When I zoom out, the padding between the links becomes excessive. How can I put a stop to this?
